Peculiarities of Involvement of Social Networks in the Activities of State Authorities (On the Case of U.S.A. and Ukraine) [Research Article]

It has been analyzed the use of social networks by public authorities in the US and Ukraine in their practical activity and compared the presence of governmental structures of the US and Ukraine on social networks and the number of their followers. It is alleged that social networks have become an innovative digital policy tool and have changed the perception of political processes. The relevance of research of using social network platforms by state authorities as a part of political activity in the light of the transformation of traditional political activity under the influence of information and communication technologies have been proved. It is emphasized that the presence of world leaders, politicians, political parties, government structures and international organizations on the platforms of various social networks is a reflection of the adaptation of the political sphere to scientific and technological progress and the use of new tools for communication of the elite and society. Based on the analysis of the accounts of public authorities in Ukraine and the USA, it is emphasized that the use of social networks is being gradually implemented in the sphere of public activities. It has been concluded that the US government structures use a wider range of social networks rather than the state bodies of Ukraine, with more followers, more posts and more active communication in general. There is a positive trend in the use of digital technologies in Ukraine: under the leadership of the Ministry of Digital Transformation, the digital state brand “Action” was presented to implement the concept of “state in a smartphone”. It is emphasized that social networks can be an effective innovative tool for political activity, but only if they are used properly.
