In the Center of Distance Learning Technologies of KhNURE the following software technologies are used: system of distance learning courses development LERSUS, learning management system (LMS) MOODLE and computer system of knowledge testing OpenTEST2. In the 2008, “Regulation on the examination of distance courses in KhNURE” was introduced, in which the procedure of distance courses (DC) expertise, is determined, and duration of their holding.

The expertise of the materials quality for electronic (distance) learning ‒ is a complex of research for defining materials properties for e-learning. The main purpose of the expertise is to determine these properties and compare them with those that specified in standards and recommendations. The result of the expertise, typically, is a technical document (certificate) with a justified conclusion on DC compliance of normative documents and standards, and also conclusions about the possibility of DC usage for its intended purpose. The expertise process of DC is divided into content expertise and technological expertise.

The creating process of DC information materials in KhNURE based on a single didactic model of the editor LERSUS. LERSUS is an ordinary office editor with the possibility of elements using, thematic section, that specified to learning materials. The didactic model of the DC that offered in KhNURE includes: meta-information (data about authors, academic discipline, formats of publications); introduction (introductory information that describes a learning material); theory (theoretical knowledge); practice (materials from the practical component); conclusions (main results); current knowledge control and selfcontrol (as a test); list of references and a glossary of terms.

The technological expertise of DC, which were created on the base of the editor LERSUS, is constructed on the didactic model that was approved in KhNURE. High-quality technological expertise includes checking for compliance of computer formats, quality control of multimedia materials, quality control of text materials (literary and computer editing). The DC expertise of the content and volume is conducted by methodical commission of the department based on the work program of the academic discipline, which is confirmed by the relevant extract from the protocol of the department meeting. During the expertise of computer tests it is necessary to take into account that for organizational characteristics tests are divided into current, final and control (residual knowledge tests). Especially carefully should be carried out the final expertise of the final and control tests, considering the fact that results of their using directly affect the final certification of students and teachers rating. Statistical expertise of the test results includes analysis of testing session on matching the domain model, thematic analysis of the test and analysis of separate test tasks. Statistical expertise is carried out with the help of the module “Statistics” of the system OpenTEST2. During the thematic analysis of the test it is necessary to take into account the number of tasks in each topic. Herewith, it is recommended that the number of tasks in various topics did not differ more than twice. If the correlation coefficient between estimates for the topic and for the test generally Rxy < 0.2, then the author of the test must pay attention as on the tests quality of this topic, as on the teaching process of the learning materials. In the case of test compliance with all parameters specified in the specification, the author receives a certificate of conformity, in which all types of tests, where test can be used, is specified.
