At the present stage, there is a problem of ensuring the sustainable development at all levels. The United Nations has declared 17 Global Goals that must be realized by subjects of mega-, macro-, meso- and microlevels, including customs authorities. In the context of European integration, an important task for Ukraine is to increase competitiveness following the example of successful European states. At the same time, the competitiveness of the country is a multifaceted and multidimensional concept that is influenced by numerous environmental factors.

Today, more and more companies focus on problems in customs clearance of products crossing the border during the implementation of export-import activities. In the context of European and Euro- Atlantic integration, which promote the accession of Ukrainian enterprises to the single European market, one of the priority tasks is the urgent solution of existing problems in the customs sphere.

In modern conditions, the dynamic development of international trade in Europe, on the one hand, increases the economic competitiveness of the state and strengthens its financial and economic condition, and on the other hand, causes significant threats to national security, its markets and society associated with illegal movement of international supply chains.

The problem of quality performance by employees of their duties always arises before managers of different enterprises. Sometimes this problem is solved at certain stages in the life cycle of companies, but work of motivating of staff is continuing constantly. Today, a variety of employee motivation techniques are available, based on a number of theories. But the needs of employees are increasing, changing, priorities and emphasis are shifting, so long-term using of similar approaches is ineffective.

At the present moment, Ukraine's customs system is at the stage of becoming an independent executive body in the system of state authorities. This phase launches a fundamentally new vector for the development of the national customs system, which should ensure the progressive improvement of the work of customs authorities in accordance with European principles, norms and standards. The reform of Ukraine's customs system should be based on the identification of key problems in the customs sphere and the development of effective measures for their solution.

The article deals with the process of European customs cooperation that was important not only because of the needs of science of international customs law, but also in the context of customs law Ukraine. Thus, it is necessary to complete and comprehensive study of the problems of our country in compliance with national practice customs regulations generally recognized in international relations customs regulations and standards, implementation of international treaties of Ukraine on customs affairs.
