Purpose. The reconstruction of Ukraine begins today, even if the environment in which it is taking place is characterized by war, violence and destruction, and Russia continues its aggressive war. Having accepted Ukraine as a candidate for accession, the European Union (EU) also made recovery one of its priority tasks. In order for the reconstruction of the country to be effective and targeted, it is necessary to adhere to specific framework conditions taking into account individual characteristics, to be based on the experience of other countries, and therefore the topic of restoring Ukraine in a state of war is very relevant. The reintegration of refugees remains an important stage of the country's recovery.
Design/methodology/approach. To achieve the purpose, various research methods were used to study the peculiarities of the country's reconstruction: generalization, specification, grouping and systematization.
Findings. The outcome of the war that Russia is waging against Ukraine remains uncertain. Reconstruction already involves financial assistance and infrastructure repairs; in the medium term, it is about a transformation that covers all spheres of society and government. It was found that Ukraine has relatively good prerequisites for reconstruction, but there are also considerable risks, especially related to corruption, the uncertainty of the dynamics of the war, and the humanitarian situation. However, only an inclusive, flexible, adaptive reconstruction process, which is jointly supported by Ukrainians and international partners, has a chance of stable success and will contribute to the development of the economy and the country as a whole. The article proves that fulfilling the requirements of foreign partners, along with taking into account the individual characteristics of recovery and overcoming the main identified threats, will ensure the recovery and development of Ukraine.
Practical implications. The results of the research will be useful for governmental programs, local selfgovernment bodies and other interested parties involved in country reconstruction.
Originality/value. The value of the study lies in the establishment and analysis of the Ukrainian development, threats and challenges related to the restoration of infrastructure, transport system, energy, overcoming unemployment, reintegration of refugees and preservation of cultural heritage sites.
