A concept “the stages of normotvorchego process” is probed, different scientificapproaches in relation to classification of these stages, and also description of the basic stages of municipal normotvorchego process, among which: initiator and preparation of project normatively legal act; previous and official consideration of project is in local advice; acceptance and official making public normatively legal act.
