This article is devoted to a comprehensive study of scientific and methodological foundations for designing and improving interactive electronic scientific publications as an innovative tool for optimizing scientific communication processes and knowledge acquisition. The evolutionary path of scientific publishing from traditional printed formats to modern multimedia interactive platforms is analyzed, revealing key trends in the digital transformation of the academic environment.

Discussion issues of the history of Blockchain technology creation and aspects of the international experience of its institutionalization and legal regulation are covered.

The urgency of the researched problem is conditioned by the need to make public administration and public administration in the State more transparent, first of all, through the introduction of such a system of government in which citizens would have confidence. It is noted that society has recently been thinking more and more about e-government, more broadly about ways to create innovative tools that would help better meet government obligations to him. It is emphasized that in this sense, Blockchain is the most promising and truly innovative technology.

This article describes of foreign experience of using blockchain technology in the public administration and outlines the prospects for their introduction in Ukraine.

Abstract. The relevance of the problem mentioned in the title is due to the rapid spread in Ukraine (and not only) of information technologies. It leads to the virtualization of many areas of society, and therefore to the growing importance of storing, transmitting and protecting information electronically, which is processed in global and local information systems using information technologies. Among the latter, according to many scientists (and not only in the IT sphere), Blockchain technology belongs to the leading place (and in the near future this trend will only increase).
