The article is devoted to the analysis of the latency of criminal offenses against the environment. It is noted that the presence of a high level of latency of the studied torts indicates: an unsatisfactory state of their registration; a decrease in the possibilities of applying measures of influence on such illegal acts; a significant violation of the principle of inevitability of punishment. It was found that the majority of the analyzed illegal acts have a predominantly medium and high level of latency, as well as a natural character.

The article proposes an innovative approach to optimize the routing process in distributed networks using machine learning techniques, specifically reinforcement learning. This method enables the adaptive determination of optimal data transmission paths based on current network conditions, enhancing overall performance and resilience to dynamic traffic fluctuations. The proposed approach dynamically adjusts to variations in network topology, traffic load, and node availability, ensuring efficient data flow management even in highly dynamic environments.

The article highlights the idea that carries a scientific society about the notion of latent
crimes, definition of latency. Besides, the examination of concealing factors of such crimes is
upheld based on the sample of crimes on sex rimes. And finally, the author affirms the
necessity to apply victimological preventive measures against violent crimes considering a high
level of their latency
