Abstract. It is emphasized that the scientific and practical significance of the research lies in the development of the conceptual foundations of the goal-setting mechanism of administrative law norms, the specification of its elements and procedures, and the formation of criteria for evaluating effectiveness at all stages-from goal formulation to their adjustment. This will make it possible to improve the quality of lawmaking and law enforcement and to strengthen trust in the system of public authority in general and public administration in particular.

Describes the methodology and technique of scientific research of the legal monitoring as a systematic, comprehensive activities aimed at the monitoring, analysis and assessment of current legislation and practice of its application. Special attention is accented on the philosophical, evristics, explanatory, methodological and prognostic functions of the system approach.

Issues of attraction of public associations and scientific institutes of the legal monitoring. It is proved that the results of the legal monitoring with attraction of public associations and scientific institutes should become the basis for amending of the state authorities in the ongoing work, during strategic planning and definition of priority directions of social development.
