The article deals with the main historical stages of the formation of views on the checks and balances system. Taking into account the main historical stages of the development of ideas concerning the functioning of the checks and balances system, on the basis of the historical and comparative methods, the main features of understanding the separation of powers and functioning of the checks and balances system under the specific conditions of political and legal thought development are emphasized.

For the successful use of modern information technologies, it is necessary to effectively manage not only the network, but also information systems security (ISS), the information system on the level of the system must operate autonomously implementing the management structure of information security events, planning the composition of modular ISS and audit.

У даній статті проаналізовано етапи розвитку систем автоматичного зчитування та розпізнавання інформації записаної на об’єктах та вбудованих носіях даних. Визначено сучасний стан справ у галузі розробки нанорозмірних електронних систем. Здійснено вибір можливого напрямку розвитку технологій ідентифікації об’єктів. Визначено ключові вимоги до виконання нанорозмірних систем ідентифікації об’єктів.

Scientific approaches to defining the essence of the category of effectiveness are studied. In  terms  of  the  systems  approach,  the  structure-forming  factors  of  the  organization’s effectiveness  are  substantiated.  It  is  shown  that  the  identified  factors  and  criteria  of effectiveness are the basis for creation of the organization’s effectiveness control system.
