Formulation of the problem The system of specialist training, which allows providing public authorities with highly qualified and competent personnel, plays a significant role in the development of the public administration sector. The public service personnel should ensure the effectiveness of activities based on compliance with European democratic principles and standards of social development.

Therefore, in the context of modern information culture, the educational paradigm of information transformation is also significantly altered. The outward expression of a lawyer’s professional culture is evident in his rhetorical and communicative culture. It also reflects the entire socio-cultural experience that combines the components of the specialized and the ordinary.
The article considered the effectiveness of evaluation employees competencies of enterprises. On the basis of the proposed measures for the development of employees competencies in the conditions of limited resources, an economic-mathematical model is proposed that involves solving various problems in improving the level of development of employees competences, which in turn affects on the level of the innovation activity efficiency of enterprises.
