The author considers the problems of populism in the context of the historical and political development of systems and their values. The research dwells on theoretical understanding of populist movements and ideologies. Populism issues ranging from ancient to contemporary populist demagogues is comprehensively shown. The history of the populist movement in the United States, populism as a variant of fascism in Italy and Spain, populism in Romania and its distribution in Central, Eastern and Western Europe are analysed.
