The article examines the legal status of civil servants in Ukraine and identifies the prospects for its modernization taking into account modern European standards of public administration. The essence of civil service is analyzed as a professional activity of persons who implement the tasks and functions of state bodies and local self-government bodies, ensuring the satisfaction of public needs within the legally defined legal field.

Problem setting. Ukraine often avoids considering a wide range of issues about the lives of vulnerable people in today's social and economic context, including the elderly population and people with dementia as well. As a result, the government becomes a monopolist in providing social services for this group and assumes the functions of a customer, service provider and control over its performance simultaneously.

Problem setting. The peculiarities of the foreign experience are considered regarding the land resourses management of the territorial community. The role of the country in ensuring the rational use of land resources of the territorial community is shown. The main guarantees of effective management and rational use of land resources are pointed out.
