In the process of building society model of legal relations of public institutions with public becomes more bilateral (dialogue) character, but still remains asymmetric in terms of protection of national interests, the emphasis in this model is still biased towards the interests of the authorities to prioritize the interests of citizens, creating a series of obvious barriers to
establishing these relationships. Updated rethink this model of communication and symetryzatsiyi towards balancing public interests with the interests of the state.
