Досліджено основні принципи міжнародного кримінального права та наведено їх класифікацію. Зазначено, що міжнародне кримінальне право є комплексною галуззю, тому окрім загальних принципів, характерних для внутрішньодержавного кримінального, кримінально-процесуального та кримінально-виконавчого права, воно охоплює принципи міжнародного кримінального процесу і виконання кримінальних покарань.
Проаналізовано сучасне розуміння поняття тероризму через призму кримінально-
правових явищ. Розглянуто низку міжнародних нормативно-правових актів, пов’язаних
із організацією, вчиненням та викриттям тероризму. Розмежовано поняття “терор” та
“тероризм”. Наведено приклади системної протидії тероризму. Проаналізовано думки
українських та зарубіжних науковців у сфері подолання тероризму.

The article deals with questions of the International Criminal Court in the context of
counteraction to aggression. Based on the methodology of system analysis of international and
national legislation, the realization of the competence of the Rome Statute of the International
Criminal Court concerning aggression and the impact of the legal practice of the institution on
security is explored. The addition of the term “aggression” is proposed by new factors
associated with the emergence of cyber-attacks and other new means.
