Publications Ethics

Lviv Polytechnic National University as the founder and publisher of the ejournal "Democatic governance" keeps to a certain level of requirements for acceptance and publishing of articles, is guided by recommendations of the Committee on Publication Ethics (COPE), Ethics Code of a Scholar in Ukraine and also by the experience of foreign and Ukrainian professional societies, scientific organizations and publishing offices.

Publishing policy is based on the principles of objectivity and impartiality concerning the selection of articles with the aim of their publication, a mandatory review of articles, and compliance with the collective decision-making regarding the publication of articles, accessibility and efficiency in dealing with authors.

 

Ethical standards of the Editorial Board

Editorial Board is responsible for the timely publication of the e-journal "Democatic governance".

Editor-in-Chief of the e-journal and members of the Editorial Board make a decision on the approval of articles for publication.

Editorial Board of the e-journal considers particularly unacceptable the use of plagiarism by the authors, publishing the same article in a number of editions, multiple copying of the elements of articles in different papers.

Articles, received for publication, must undergo the expert evaluation by the members of the Editorial Board. Correct presentment and scientific importance of the article are the main criteria to recommend scientific papers for publishing. Editorial Board may reject the article or return it to the author for a revision in accordance with the expressed comments.

Editorial Board has the right to reject the article without reviewing if it considers that a submitted material does not meet programme objectives (fundamental principles) and the thematic focus of the publication.

 

Ethical obligations of authors

Authors are solely responsible for the content of the article and fairly presented factual material.

Authors should submit to the e-journal exclusively original material, not previously published.

If an article is prepared by co-authors, it is necessary to indicate the contribution of every author to the writing of a paper. It is considered unacceptable to designate persons not involved in this research as co-authors.

When using or quoting the developments of other persons it is necessary to make references to authors and sources of borrowing. Violation of these requirements is regarded by the Editorial Board as plagiarism and is unacceptable and unethical.

Authors must submit the article to the Editorial Board prepared in accordance with established requirements for publication in the e-journal of LPNU.

 

Ethical obligations of reviewers

All articles submitted for publication must be reviewed.

The purpose of the review is to evaluate the quality of a submitted article and determine its compliance with the scientific, literary and ethical standards.

Reviewing of articles by members of the Editorial Board is a mandatory step in the process of approving a paper for publishing.

Reviewers should provide the authors of the articles with objective and reasonable observations / recommendations. Personal criticism and a prejudice against authors are completely unacceptable.

Reviewers of the publication carry out the scientific expertise of papers, while maintaining complete confidentiality without transferring scientific materials to others for a review or for a discussion.

All materials, including unpublished, cannot be used by reviewers neither for personal nor other purposes without the consent of the author(s).

In a case of discrepancy of a material in the article with the qualification of a reviewer, the latter should abandon the preparation of the review.

In order to ensure the periodicity of the e-journal, reviewers are required to provide timely conclusions about articles, while faithfully performing the expertise with the respect to authors

 

Counteracting plagiarism

The Editorial Board of the scientific periodical condemns all forms of plagiarism and uses all possible methods to detect it.

Author's manuscripts in which plagiarism is detected or copyright is infringed are not allowed for a review and are rejected.

Verification of manuscripts of articles of scientific periodicals on the level of uniqueness of the author's text is carried out with the help of software, as well as with the help of services based on open-access Internet resources.

The editorial office submits a manuscript of the article to the responsible person in a format acceptable to be checked for plagiarism, and the responsible person provides an extended report on the results of the check.

 

Open-access Policy

The periodical adheres to the policy of open access and is guided by the world recommendations on licensing and archiving of materials that allow reading, downloading, copying, distributing, printing, quoting with the obligatory indication of the author and the source.

All articles are posted on the periodical's website indefinitely and free of charge.

 

Copyright

Authors retain the copyright and give the periodical the right to first publish, after which they can freely distribute articles, indicating all source data (title of the article, author's name, DOI, reference to the periodical, where the article was first published).

 

Eliminating conflicts of interest

The Editorial Board, reviewers and authors must resolve any conflicts of interest.
