The article defines the legal principles of prevention of deviant behavior of minors in war conditions, in particular, characterizes the legal mechanism of prevention of deviant behavior of minors, analyzes the relationship between social deprivation and deviant behavior in minors, reveals the content, forms and methods of legal work with socially deprived minors. Two types of deviant behavior are distinguished: external and internal, which differ in their goals.

Introduction. The topic of maternity and childhood care is one of the most important in the health care system of Ukraine, given the importance of the issue of the birth of healthy children – the future potential of an independent state.

At the beginning of the era of implementation of the Sustainable Development Goals, the morbidity and mortality of women during pregnancy and childbirth remained unacceptably high. Most of them could have been prevented.

The article analyzes theoretical bases of the research of organizational and legal mechanisms of public management in Ukraine, shows the importance of proper theoretical study of their nature, components, interconnections and interdependence. There were investigated two approaches to the interpretation of the concept of “mechanisms of management”, which can be described as structural-organizational and structural-functional.
