The doctrine of the welfare state emerged on the basis of many social, economic and
political theories. It reflects and develops the idea of good people, justice, equality, decent
existence. Some of these ideas appeared in the ancient world, including: some theoies of law
and state; economic theories; theories of just social order and others. The existence of the
welfare state is primarily concerned with democracy, as it is believed that one of the most
important factors of its formation is the impact of the civil society.

The present article studies the problem of war and peace from the essay “To Perpetual Peace” by the prominent German philosopher Immanuel Kant. The attention is drawn to theoretical and philosophical comprehension of the problem of war and its social consequences, and to the ways to achieve perpetual peace. In his literary work the German philosopher reveals dialectics of interconnection of politics, law, morality and their role in achieving perpetual peace, creatively applying theoretical and methodological approach.

A place and role of criminal judicial politics are found out in the article, as component politics of the state in industry of counteraction to the crimes. Facilities of realization of criminal judicial politics are set. Defined the tasks of criminal procedure policy to effectively achieve the purpose of punishment. The prospects of development of criminal judicial politics of Ukraine are outlined in direction of implementation of international legal obligations.

History today is followed the idea of the welfare state and highlighted the practice of institutionalization and functioning. The specific features of its accumulation and redistribution of national resources are studied. The experience of implementation patronage role of the stat are carefully considered. Mixed economic, political, ethical, psychological and other consequences of its implementation in daily life are explained. The state is subject to a civil society and endowed with supreme authority. It acts as the system of social categories.

The article is sanctified to the analysis of questions of intercommunication and changes of elements of state security and system of criminal punishments on Ukrainian earth in different historical periods. It is well-proven that changes in the system of criminal punishments are one of backer-ups of state security.

The article is devoted to the fight of the great Ukrainian poet, artist and public figure, patriot, defender of rights, freedoms, esteem and dignity. Taras Hryhorovych Shevchenko entered the history as prominent and fearless fighter against antinational, antilegal, inhumane political and legal system of Russian Tsarizm. Taras Shevchenko is Ukrainian Prometheus 114 who brought the truth to people by prominent words, forming a national consciousness and willingness of Ukrainians to fight for social and national liberation.

The philosophical, political and legal ideas are examining by the German thinker G. V. F. Gegel about the role and place of war as social and political phenomen, social effects of war and also the problems of peace and peace peaceful coexistence of states and people.
