The article is devoted to issues of developing Ukrainian economy after the war. Damage for Ukrainian economy in 2022 after the aggression of the russian federation in 2022 is enormous. Economic consequences of aggression of the russian federation for Ukraine are comparable to consequences for other countries in XX century after the wars. This fact causes the expediency of studying and using experience on the mentioned countries concerning development of their postwar economies.

In accordance with current conditions, it is necessary to change the aim of buildings and structures in which a large number of reinforced concrete elements that undergo complex stress-deformed states are used. The task for researchers is to determine the residual bearing capacity of the element with uneven damage, making it possible to choose the most optimal calculation option and select materials for optimization, preservation of strength, and durability.

The presence of fatigue cracks on the surface of metallic underground pipelines sharpens the problem of calculation values of strength characteristics at the action of corrosive environments, that did not find the complete decision nowadays. In this connection it is needed to correct the row of defects and normative and technical documents related to insufficient actuality of corresponding.
