Freedom of information is a fundamental right that ensures transparency and accountability in a democratic society. However, in times of war, governments often impose legal restrictions on access to public information to protect national security and maintain public order. This article examines the balance between freedom of information and state security in Ukraine under martial law. It analyzes the legal framework governing access to public information and the limitations introduced during wartime.

 Transformations taking place nowadays in the global economy require new approaches to scientific research related to providing the users with the information on activities of economic entities. Traditional approaches to presenting information, which are regulated by legislation, do not satisfy the users any more.

The article analyzes the concept of the protective mechanism of the right to public information access. Particular attention is paid to the judicial mechanism of the protection of right to public information access in an administrative procedure. The article points out flaws of legal regulation, which prevent proper legal protection of the right to public information access.

The article is devoted to the issues of citizens’ access to public information. Considered and analyzed problems related to the application of the Law of Ukraine “On access to public information” by the administrative courts. The propositions concerning the elimination of problems in this area are grounded.

The article examines methods of implementation the right to access to public information. The author of the article distinguishes methods and forms of access to public information. The article researches the gist of active and passive methods of the right to access to public information.

The article focuses on peculiarities of legal regulation of disputes over appealing decisions, actions or omissions of masters of public information. Having analyzed the Code of Administrative Procedure, the Law of Ukraine “On Access to Public Information” and court decisions, the problems of this category of administrative cases consideration have been highlighted.
