The article examines the problems of legal regulation of public finances in Ukraine. The purpose of the article is to analyze these issues using the example of financing social security for military personnel. With the use of analysis, synthesis, comparative legal, interpretation, statistical and other methods, gaps in the legislation were identified, in particular the Law of Ukraine “On Social and Legal Protection of Servicemen and Members of Their Families”.

The article analyzes the issue of combating crimes in the financial sphere and establishes the essence of financial responsibility as an institution of financial law. The establishment of Ukraine as a legal state involves the limitation of various forms of illegal behavior of subjects in the financial sphere and their administrative responsibility. This type of crime poses a significant threat to social relations, as it involves systematic encroachment on financial resources, which mostly ensure the stable, managed, orderly existence of people's lives in society.

The article considers financial security as an object of financial criminal offenses based on a comprehensive systemic analysis in the context of economic reform. Evolutionary, formal-legal and comparative-legal methods of research of criminal-legal phenomena are used in the research. Measures of criminal legal protection of the country's financial system are currently not effective, they do not take into account the changes that are taking place in the field of financial activity of the state, which leads to a change in the object of financial criminal offenses.

The purpose of this article is to obtain results in the application of scientific analysis of theoretical-methodological and administrative-legal principles of prevention of offenses in the financial and economic sphere by means of administrative law. The scientific basis of the study of prevention of offenses in the financial and economic sphere by means of administrative law is presented.

The article deals with important issues regarding the role and place of financial security
as an integral element of national security and the importance’sof adopting the Law «ОnThe
national financial security Bureau of Ukraine». The authors identify the positive and negative
aspects of the bill and its possible impact on the state of financial relations.

The article analyzes the development of the legal issues to ensure financial security. The features of legal regulation of state financial security is defined in Article too. Article prepared with the use of existing instruments related to this issue.

Topicality of the problem of restructuring basic approaches to principles, forms, methods and tools for providing financial security of the state is justified in the article. The current concept, which is legally approved, is based on regulatory and indicative analysis and has the nature of ascertaining of current trends; however it doesn’t allow analyzing the future transformations.
