The article is devoted to the study of the entities of non‑judicial administrative proceedings following the reforms associated with the adoption of the Law of Ukraine “On Administrative Procedure.” The purpose of the article is to clearly outline the composition of entities in administrative proceedings after the entry into force of the Law of Ukraine “On Administrative Procedure” and to systematize those entities following the reform, taking into account the author’s proposals for improving and amending the relevant legislation in the future.

Ця стаття аналізує роль адміністративних органів у забезпеченні кібербезпеки з правової та адміністративної перспективи. Розглядаються ключові функції та завдання, які вони виконують для ефективного управління та захисту інформаційних ресурсів та кіберінфраструктури, а також висвітлюється важливість ролі суб’єктів адміністративно-правового забезпечення кібербезпеки у формуванні стратегій та політик, спрямованих на забезпечення кібербезпеки, та визначається їхній внесок у створення безпечного та стабільного кіберпростору.

Тhe range of participants in non-judicial administrative proceedings is determined and the expediency of their terminological designation following functional approach depending on their role in conducting a corresponding administrative proceeding is justified. Furthermore, the article in particular presents both historical experience in terminological designation of participants in administrative proceedings inWestern Ukraine during the interwar period and the contemporary experience of EU countries.
