The article deals with the issues of post–secondary and higher education of indigenous peoples in Canada. The main objectives are defined as the theoretical analysis of scientific and pedagogical literature highlighting different aspects of the problem under research and identifies of the barriers to obtaining post–secondary and higher education by indigenous peoples. Проаналізовано чинні податкові системи, які не відповідають потребам держави і спонукають до фінансових запозичень. Запропоновано нову економічну стратегію податкової системи, за якої вводиться податок – державна надбавка на реалізацію кінцевого виду продукції. Податки з виробників товарів, послуг ліквідуються. Наведено розрахунки, що підтверджують збільшення бюджетних надходжень більш як удвічі з урахуванням виходу економіки з тіні.
