Active programs of employmentas a mechanism for improving the efficiency of state policy in the field of employment

Problem settings. The labor market and employment of the population characterize the general macroeconomic situation of the country, the structure of its national economy, the level of development of market forms of management, institutional provision of social and labor relations, the level of entrepreneurial activity of the population, etc. The imperfection of the structure of employment, low productivity in Ukraine, high levels of informal employment negatively affect the domestic labor market and significantly limit the possibilities of financing social programs, including and aimed at increasing the competitiveness of labor resources.

At the current stage of Ukraine’s economic development characterized by rising social tensions, reduction of the level of production, the need to provide internally displaced persons, demobilized combatants, youth workplaces, increased professional-qualification imbalances in the labor market, etc., the need for effective policy measures state in the labor market.

The implementation of active employment promotion programs is an important tool for improving the labor market and employment situation, and is considered as an effective means of combating unemployment, increasing labor force competitiveness and ensuring the prerequisites for Ukraine’s economic growth.

Recent research and publications analysis. A significant contribution to the study of the effectiveness of the implementation of active employment programs was made by such leading Ukrainian scientists as S. Bandur, D. Goddess, V. Brich, V. Vasilchenko, V. Gerasimchuk, I. Gnibidenko, O. Grishnova, O. Diakov, T. Hare, S. Kalinina, Ye. Kachan, L. Koleshnya, A Kolot, I. Kravchenko, E. Libanova, L. Lisogor, N. Lukyanchenko, Yu. Marshavin, S. Melnik, O. Novikova, N. Pavlovskaya, O. Pavlovskaya, I. Petrova, V. Petyuch, V. Pokryshchuk, В. Savchenko, І. Teriukhanova, V. Shamota, L. Shchetinina and others. Worthy of note are the work of foreign scientists: V. Adamchuk, V. Kabalina, R. Kolosova, O. Konyukhova, T. Malovoi, P. Novikova, D. Price, F. Prokopova, S. Smirnov, F. Tuya, D. Fritvell, E. Hansen, V. Shemetov, S. Schmidt.

Highlighting previously unsettled parts of the general problem. Separation of previously unsolved parts of the general problem, which is devoted to a particular article. More detailed scientific research and intelligence aimed at finding effective methods for implementing active employment promotion programs can be an important tool for improving the employment situation in Ukraine.

Paper main body. The conducted research allows to allocate the following directions of increase of monitoring of efficiency of active employment programs in Ukraine:

  1. increasing the targeting of access to active applications. It is achieved through the profiling procedure of citizens who applied for employment assistance to the public employment service. Profiling means the division of the unemployed into groups according to the risks of long-term unemployment, which is assessed on the basis of the individual characteristics of the unemployed. The profiling technique allows focusing the efforts of the unemployed and employees of the employment service on increasing the competitiveness of the unemployed on the local labor market, and, therefore, to choose a package of services for the employment service taking into account the individual characteristics of the unemployed. This reduces the individual risk of long-term unemployment and prevents dispersion of the budget as it involves tailor-made selection of the most cost-intensive active employment programs, taking into account the potential of the unemployed to employment, his labor motivation and the characteristics of the regional labor market;
  2. increasing the efficiency of administering active employment promotion programs: the choice of the provider of services in the area of vocational training, retraining, and advanced training is of great importance in their implementation; organization of interaction of state employment service bodies with organizations that deal with elimination of imbalances in the labor market (including non-state) and educational institutions;
  3. developing a unified methodological approach to assessing the effectiveness of active employment promotion programs, which should: a) include micro and macro levels in the assessment: the first involves evaluating the results for a particular person; the second is the ratio of GDP growth to the costs of implementing active employment programs; b) contain quantitative and qualitative evaluation indicators. Such indicators can be: the average period of employment after the program, the level of average monthly salary, the duration of employment within one year after the program, the total percentage of employed people from the number of those who participated in the program.

Conclusions of the research and prospects for further studies. Monitoring the effectiveness of active employment programs is a prerequisite for the successful implementation of state employment policy. Such monitoring will monitor the effectiveness of active employment programs at all stages from their planning to active processing of results, which will increase the effectiveness of state policy in the labor market of Ukraine and will allow the efficient allocation of limited resources.
