Studying of organized crime is an important task not only for theoreticians but for practitioners as well. No less important is the development of effective measures for prevention of illegal activities of such groups. The peculiarity of the above mentioned organizations is that their activities usually inflict harm not only on individuals or legal entities but also threaten entire brunches of national economies and jeopardize the proper functioning or even the existence of the latter.
This paper belongs to the field of systems engineering and is aimed at improving the qualitative indices of information technologies or systems with multidimensional characteristics (e.g. vector data coding design) with respect to reliability, precision and other significant operating characteristics of the systems based on the combinatorial configurations theory, namely the principle of optimal cyclic proportions (OCP).
Summarizing, possible to establish that not having regard to the considerable variety of the above-mentioned approaches, they do not contradict and not matched against each other, and vice versa complement each other, from different parties, characterizing such difficult phenomenon of criminology, as a victim of crime.
