The purpose of the study is to reveal the features of the legal technique of subordinate legislation. Methodology. First, the principles and techniques of formal-logical methodology are used. Elements of the structural-functional approach have been widely used. Thus, the identification of intersectoral links in subordinate legislation is based on the functional nature of law in general and regulatory means of bylaws in particular. In addition, dialectical, system-structural and functional methods, the method of interpretation (applied to subordinate legislation) were used in the work.

The rules of logic that govern the achievement of truth and mutual understanding between people are closely linked to the rule of law. The science of logic, from the beginning of creation, has always tried to organize communication in order to avoid chaos and disorder in the statements that are the basis of universal culture. The rules of law as a regulatory component ensure order in society, serve as a measure of freedom and justice.

It is proved that the organization of the monitoring system will allow to optimize the activity of legislative bodies, information support of decision making in the field of state policy aimed at bringing the legal system in the state the adequacy of socio-economic development of society and the interests of Ukrainian citizens.

Issues of attraction of public associations and scientific institutes of the legal monitoring. It is proved that the results of the legal monitoring with attraction of public associations and scientific institutes should become the basis for amending of the state authorities in the ongoing work, during strategic planning and definition of priority directions of social development.
