The purpose of the study is to reveal the features of the legal technique of subordinate legislation. Methodology. First, the principles and techniques of formal-logical methodology are used. Elements of the structural-functional approach have been widely used. Thus, the identification of intersectoral links in subordinate legislation is based on the functional nature of law in general and regulatory means of bylaws in particular. In addition, dialectical, system-structural and functional methods, the method of interpretation (applied to subordinate legislation) were used in the work. Originality. The scientific novelty lies in the theoretical understanding and delineation of the legal technique of subordinate legislation, the prerequisites for establishing the optimal relationship of law with subordinate legislation by specifying. The coordination of actions on the part of law-making bodies adopting by-laws and on the part of the parliament, which should take into account the needs of development and concretization of the provisions of the law in the future, is substantiated. Results. As a result of the study, it was argued that the quality of subordinate legislation depends on the quality of laws. A subordinate legislation adopted to implement a low-quality law reduces the effectiveness of the law. A bylaw that is issued contrary to the law, even if it is aimed at correcting errors and inaccuracies, is illegal and therefore ineffective. The content of subordinate legislation takes into account the specific conditions of regulation of certain social relations, which are disclosed through the use of various forms of development and specification of the provisions of the law. It is assumed that there will be no discrepancies and contradictions with the rules of law, because only a system of normative acts free of contradictions can be an effective regulator of public relations. Practical importance. The results of the study can be used in lawmaking to improve the quality and efficiency of subordinate legislation, as well as for the formation and publication of a comprehensive legislative act aimed at clearly regulating the lawmaking activities of all lawmakers
