The development of restored in 1918 Poland required new conceptual views and actions in the political and legal sphere. Consequently, interwar Poland (1918–1939) needed the unification of territorial administrative units and related authorities to one stable component. First of all, this unification was important for the gmina organization, which, in Poland before the 1930s, stood out with heterogeneity. The reform, performed in 1933, introduced the one single “collective” gmina (gmina zborowa) for all regions of the Second Polish Republic. This type of gmina didn’t exist in the Halychyna. Here, since Austro-Hungarian rule, existed a so-called “odynochna” gmina that differed from the proposed concept of unification. In connection to this, the article aims to analyze the basics of legislative regulation of gmina functioning in the Halychyna at the end of XIX – 20s of XX century, and, correspondingly, legal conditions of reforming the gmina organization in the Halychyna in the context of territorial administrative reforms in the Second Polish Republic. The methodology of research is based on the principles of objectivity and historicism. Furthermore, such methods of research are used in the article as historic, empirical-theoretical, and general-science. Main conclusions obtained in the research. Legislative conditions of reforming the gmina organization in the Halychyna were demanded by legislation introduced in the Austro-Hungarian monarchy. Some surface legislative novations, that did not make cardinal changes in gmina functioning, were introduced practically simultaneously with the declaration of independence of Poland (1918). Polish legislators sought ways of unification the administrative organization by introducing the single “collective” gmina throughout the Second Polish Republic. The fundamental legislative instrument for reforming a rural gmina in Poland was Law “On the partial change of the organization of territorial self-government” 1933.
