Problems of State Regulation of Resource-saving Activities in Tourism in Ukraine

Under martial law imposed in response to the Russian Federation’s aggression against Ukraine, the domestic tourism industry and the state of the environment have deteriorated significantly. Therefore, an urgent issue that needs to be addressed is the improvement of state management and regulation of tourism, in particular, resource-saving activities. The aim of the study is to analyse the regulatory framework and develop a programme to improve resource-saving activities in Ukrainian tourism based on legislation.
An analysis was carried out of the following regulatory and legal acts of Ukraine that directly or indirectly regulate resource-saving activities: Law of Ukraine ‘On Tourism’; Law of Ukraine ‘On the Natural Reserve Fund of Ukraine’; Law of Ukraine ‘On Environmental Protection’; Law of Ukraine ‘On Commercial Accounting of Thermal Energy and Water Supply’; Law of Ukraine ‘On Energy Efficiency’; Law of Ukraine ‘On Waste Management’; ‘Concept for the Introduction and Development of the Green Bond Market in Ukraine’; DBN V.1.2-11:2021. ‘Basic requirements for buildings and structures. Energy saving and energy efficiency and the Order of the Cabinet of Ministers of Ukraine “Strategy for the development of tourism and resorts for the period until 2026”.
Based on an analysis of national legislation that directly or indirectly regulates resource-saving activities, the article proposes a development programme that includes the following provisions: goals and objectives, measures by area and mechanisms for their implementation, namely: energy conservation, water and resource conservation, waste management, and nature conservation; expected results: economic effect: reduction of utility costs for tourism enterprises, increasing their competitiveness; environmental effect: reduction of the burden on the environment, conservation of natural resources; social effect: raising the level of environmental awareness among the population and forming a positive image of Ukraine as a country that supports sustainable tourism development.
The implementation of the proposed programme for the development of resource-saving activities in Ukrainian tourism is expected to have the following effects: increased attractiveness of the industry; cost savings; increased investment attractiveness of tourism; support for local communities; reduced negative impact on the environment.
