Freedom of information is a fundamental right that ensures transparency and accountability in a democratic society. However, in times of war, governments often impose legal restrictions on access to public information to protect national security and maintain public order. This article examines the balance between freedom of information and state security in Ukraine under martial law. It analyzes the legal framework governing access to public information and the limitations introduced during wartime.

The principle of the rule of law is a fundamental element of constitutional law that ensures stability and justice in the legal system. This article explores the historical development of the rule of law, from its origins in classical legal systems to modern interpretations and implementations. Particular attention is paid to the analysis of key aspects of the rule of law, such as its importance for the protection of human rights and freedoms and the role of constitutions in ensuring it.

The article covers one of the pressing theoretical and methodological issues of jurisprudence regarding the role of constitutional law in the system of legal regulation. Using the method of system analysis, the author examines legal regulation, the system of legal regulation, and the legal regulation mechanism. Legal regulation, i.e., the impact on social relations through legal means, is one of the properties of the legal system. The system of legal regulation features simultaneously the integrity, stability and dynamism.

In the article the word creative features of Ukrainian terms of constitutional law is explored. The peculiarities of suffixes and prefixes ways of creating the terms of this branch of the law today are analyzed. It was found and analyzed the productivity of derivational models of different ways of creating terms of constitutional law.

The Ukrainian national constitutionalism – constitutional law and constitutional and legal searches in Ukraine of West Ukrainian People's Republic period / thirty UPR is studied. It is noted that the constitutional legislation ZUNR determines the overall direction of its legislative activities and scientific achievements of the Ukrainian scientist – Stanislav Dnistrianskyi were essential for the
establishment of Ukrainian constitutionalism.

We study the Ukrainian constitutionalism as state-legal practice of UPR during the
period of the Ukrainian Central Rada. It is noted that the state-legal practice of “The first
UNR” is based on constitutional law, the development of which was relied on the concept of
law. The advantage of constitutional law acts in the Ukrainian Central Council is stipulated by
the need to provide the public policy of democratic orientation.

Ukrainian constitutionalism – constitutional law and constitutional and legal research in
Ukraine during the period of Directory or “The Second UPR is studied.” It is noted that the
UPR Directory constitutional law determines the general thrust of its legislative activity, and
attempts to create its own coherent constitutional act was caused also by the need of providing
the public policy of democratic orientation
