Tendencies of decentralization in public administration: current state and development prospects

The article deals with the current state and prospects for developing decentralization in public administration by transferring managerial functions and central authorities' powers to the local administration level. The article emphasizes that despite being tested by war, Ukrainian decentralization received an impeccable assessment from the European Commission, which preceded granting our country the candidate status for the European Union membership. The history of decentralization is analyzed, and successive stages are singled out.

Restrictions and prohibitions as a type of administrative coercion under the legal regime of martial law

Abstract. Prevention as a form of state coercion is one of the most important means of ensuring public order and security in Ukraine. The use of preventive restrictive measures in the conditions of the legal regime of martial law is provided for by the norms of the Constitution of Ukraine (Article 64) and other regulatory and legal acts [1]. Preventive restrictive measures are constituent elements of state coercion, which include termination, restoration of administrative and procedural support, and administrative responsibility.

Provision of local administrative services in Ukraine: problems and perspectives

The concepts of modern public policy of Ukraine in the sphere of provision of administrative services are examined. The main disadvantages in provision of local administrative services are identified. The ways of creation of favorable conditions for qualitative resolution of citizens’ problems are offered.

Functioning of the institution of state secretaries as a condition of providing institutional memory in public administration

This article analyzes the home country experience of implementing state secretary positions in the central governmental bodies and the foreign multi-year practice in the functioning of these positions. The implementation of state secretary positions in the Ministries is ascertained to be one of the most important elements of civil service reform that brings public administration of Ukraine closer to the European standards.

Coherencing the competences of local government authorities and executive bodies in the context of public administration

Problem setting. An important prerequisite and key to successful implementation of the strategic course for the implementation of European standards of living in Ukraine and its entry into the leading positions in the world is the reform of public administration and decentralization in order to create an effective, transparent, open, flexible structure of public administration, transition from the centralized model of government in the state, ensuring the capacity of local self-government and building an effective system of territorial organization of government in Ukraine.

Problems of providing transport security of Ukraine: regulatory background

Problem setting. Despite the enormous number of human casualties in transport accidents, as well as the enormous human toll, it is important to recognize the importance of transport safety. Unfortunately, for the time being, neither the authorities nor the public have this understanding. In particular, this is evidenced by the fact that there are practically no regulatory acts that are directly aimed at solving the problem of transport safety. There is no transport safety law, no proper concept and strategy for transport safety.

The article is devoted to the competence of the executive authorities, as element of their legal status, which is one of the most important issues of administrative law related to the organization of activity of bodies of state power, especially Executive power, and that requires a serious scientific understanding and integrated analysis of a standard material.
