The article deals with the methodological situation in modern jurisprudence. It is stressed that its main feature is the conversion from the monistic totality of the researching methods of the philosophical-methodological pluralism. Established that the philosophical basis of research is pluralistic methodology that combines equal content and origin essence methods.
The methodology generally has two meaning: as a system-defined methods and techniques used in a particular field – science, politics, etc., and as the study of this system as a general theory of method, theory in action. Therefore, the methodology – a philosophical theory of system methods of scientific knowledge and the transformation of reality, and the doctrine of the application of the principles of the laws of dialectics and science to the process of learning and practice in the interest of acquiring new knowledge.

These lines are part of the totality of creative process, is one that is carried out, among other things, by analyzing the system of knowledge that exists in a particular field of science.
The research of reinforced concrete beams, in which there is some damage or defects are scare. This is especially applies to studies in which defects arise under the influence of the load, which is due to the complexity of such studies. This article describes a method for performing damage to stretched rebar in bending reinforced concrete elements under load. There were eight samples tested: four specimens tested as controls and four – with injuries. Control samples with a stretched rebar of 16 and 20 mm in diameter are reinforced. Damaged beams with rebar 20 mm in diameter are reinforced.
Today there are many scientific and technical knowledge that make construction a reliable, fast and economical. To provides a safe and durable (the fundamental components of reliability) of builnings and structures are developed the methods of reliability theory. Improving the methods of calculation is enables researchers and designers to create effective structures with a preset (expedient) level of reliability, which directly affects to an amount of required materials and, appropriately, a cost of future building objects in general.
