Problem setting. History has shown that human society has been constantly divided into groups with certain hierarchical structures, and at a certain stage of their development there has always been a leader.
For managers of enterprises, that realize tolling operations, an important task is to develop and implement the effective management mechanism of such type of operations to achieve the set goals in this area. It raises the need in compliance with uniform principles of management of tolling operations by both contractors of such interaction to establish mutually beneficial cooperation and avoid the conflicts of interests.
The article covers approaches to the formation of knowledge, skills and abilities of public service managers. Characterization of modern concepts of leadership has been made. The key elements of the leadership competency of civil servants are systematized.
It is emphasized the need to develop the strategic direction of the organization based tool “vision” by the author that develops strategic thinking in terms of unpredictable and fast changing environment. Various interpretations of vision as category management and strategic management functions are analyzed.
