Problem statement. Firefighting is an inherently dangerous profession that exposes human first responders to extreme hazards, including intense heat, toxic gases, and structural collapse, particularly in complex industrial, urban, and wildland-urban interface environments. The physical and physiological vulnerabilities of firefighters present a fundamental limitation to conventional response methods, creating an urgent need for technological solutions that can mitigate life-threatening risks while enhancing operational effectiveness. Purpose.

Deploying small language models (e.g., SLMs) on edge devices has become increasingly viable due to advancements in model compression and efficient inference frameworks. Running small models offers significant benefits, including privacy through on-device processing, reduced latency, and increased autonomy. This paper conducts a comparative review and analysis of Node.js inference frameworks that operate on-device. It evaluates frameworks in terms of performance, memory consumption, isolation, and deployability.

The article focuses on the implementation of information functions in the sphere of administrative and legal relations, the significance of which is highlighted in the provisions of the Act of proclamation of independence of Ukraine of august 24. 1991 and the fundamental law of Ukraine, which states that the creation of a national information policy requires the formation of an effective system of information and communication. It is outlined that administrative law is one of the most important branches of law in the field of information relations.

This article explores the interaction between emerging digital technologies − particularly blockchain and artificial intelligence − and European Union law in the field of personal data protection. The research applies methods of legal analysis of EU legal norms and comparative law (notably in the context of Council of Europe practices and other jurisdictions). Particular attention is paid to the legal and ethical challenges posed by the immutability of blockchain records, the absence of a centralized data controller, and the use of automated decision-making without human involvement.

The article is devoted to the application of artificial intelligence in jurisprudence. Artificial intelligence systems can be applied in various sectors of the economy and be integrated into the justice system, spreading across borders and can easily circulate around the world. Some states have already considered adopting national rules to ensure that artificial intelligence is reliable and safe, and that it is developed and used in accordance with fundamental rights obligations.

The latest technologies, especially digital ones, raise many new questions and create new problems for humans. Our safe future depends on our ability to anticipate them. Concepts such as ‘artificial intelligence,’ ‘artificial consciousness,’ and ‘cognitive robotics’ have already penetrated deeply into all spheres of public life. In some people, they evoke admiration and hopes for extraordinary results from the intensive acceleration of certain technical processes that traditionally require meticulous routine ‘manual’ work and a lot of time.

The article systematically examines some problematic issues of legal regulation of public relations in the global information space, in particular, concerning the provision of information security and cybersecurity in the information sphere in the conditions of global digitalization of society, especially concerning the use of information technologies and artificial intelligence technologies.

Анотація. Стаття присвячена проблемі боротьби з діпфейками, яка набула особливої актуаль-
ності на сучасному етапі. Внаслідок появи загальнодоступних можливостей на базі штучного інтелекту
створювати дуже правдоподібні зображення, відеокліпи та інші види контенту, а також формування
сприятливого цифрового середовища для їхнього поширення, технологія діпфейків стала широко засто-

Цифрова трансформація публічних сервісів є ключовим напрямом модернізації державного управління в умовах інформаційного суспільства. Зростання вимог громадян до швидкості, доступності та якості послуг зумовлює потребу у впровадженні інтелектуальних технологій. Використання штучного інтелекту, машинного навчання та аналітики великих даних відкриває нові можливості для оптимізації процесів, прогнозування навантаження, виявлення аномалій і підтримки управлінських рішень.

Здійснено комплексний аналіз методів оцінки захищеності віртуальних мереж та їх взаємозв’язку з моделями зрілості інформаційної безпеки. Розглянуто ключові технічні підходи – аналіз уразливостей, тестування на проникнення, моделювання загроз та кількісну оцінку ризиків – з урахуванням особливостей мультихмарних і динамічних середовищ. Показано, що поєднання цих методів із процесними моделями (SSE-CMM, NIST Cybersecurity Framework, гібридними підходами на базі ISO/IEC 27001) дає змогу створити багатовимірну систему оцінювання кіберстійкості.
