Publishing Ethics Regulations on Publishing Ethics and the Avoidance of Unscrupulous Publishing Policies

Every author, editor and publisher should adhere to the ethics of publishing policy in accordance with the ideology of the scholarly metric databases in order to avoid misconduct. The editorial board of Information and communication technologies, electronic engineering publishes the “Regulations on Publishing Ethics and Avoidance of Unscrupulous Publishing Policies” following the principles, requirements and recommendations of the International Committee on Publishing Ethics (COPE).

The editorial board of the journal actively supports the principles of open science and interdisciplinary scholarly communication; therefore, no fees are charged for the processing or publication of papers

Decision on publication

The decision to publish a particular paper in the journal “Infocommunication Technologies and Electronic Engineering” at Lviv Polytechnic National University is made by the Editor, based on the evaluation criteria provided by reviewers and members of the editorial board. These criteria include the significance of the results, the originality of the research, the quality of presentation, and the relevance to the journal’s scope. The editorial policy, as well as the academic integrity of authors and reviewers, is continuously monitored, and in cases where breaches of publication ethics are identified, the Editor takes appropriate measures to address and rectify the issues.

Confidentiality

The editor and members of the editorial board are obliged not to disclose any information about the reviewed article to anyone other than the authors of the article, reviewers, potential reviewers and the publisher.

Conflicts of interest in violation of copyright laws

The submitted materials written by the authors of the article may not be used in the research by the editor or members of the editorial board without the written consent of the author. The authors must report to any cases of copyright infringement and publish a correction if a conflict of interests in violation of copyright laws has been discovered after the publication of the article. The editor takes the responsibility for resolving any conflicts of interests as concerned the violation of copyright laws. Suggestions of authors, readers, reviewers and members of the editorial board regarding ways of improving the publication are important for the editor.

Plagiarism Checking Policy

Manuscripts in which plagiarism is detected are processed according to the extent of plagiarism present: if more than 25% of the manuscript is found to be plagiarized, it is rejected without editorial review.

Plagiarism checks are conducted in accordance with the Internal Quality Assurance Standards of Lviv Polytechnic National University and based on the Regulations for Checking Academic Plagiarism of Student Theses, Dissertation and Monograph Manuscripts, and Article Manuscripts Submitted for Publication in Periodical Scientific Journals at the University (Edition 3), approved by the corresponding Order No. 786-1-10 dated December 31, 2024.

 

RESPONSIBILITIES OF REVIEWERS

Role in editorial decision-making

The conclusions of the reviewers are advisory information for the editor and the editorial board for making editorial decisions. Sent to the author, the recommendations of the reviewers may help the author to improve the article. The editor applies review methods that contribute to (by far the best) obtaining objective assessments of professional experts and correspond to the profile of the journal. The review methodology is periodically revised in order to make the necessary improvements. The reviewers are bound to determine the originality of the results obtained, clarify the availability of text borrowings and self-plagiarism, and incorrect citation design. The editor considers the reviewers’ significant contribution to publishing ethics and the prevention of unscrupulous publishing policies.

Confidentiality

The information about the articles sent by the authors must be confidential. During the review process, the articles sent to the journal remain anonymous. The research findings or ideas that reviewers get acquainted with while reviewing the article remain confidential and can not be used for their personal purposes.

Peer Review Policy

The Editor invites highly qualified reviewers, monitors their performance, and takes necessary measures to ensure high standards of peer review. Reviews are conducted objectively, fairly, impartially, and in a timely manner. Reviewers are required to present their assessments clearly, providing appropriate arguments and recommendations for improving the manuscript.

Articles are sent for review to experts with the relevant qualifications and appropriate fields of scientific interest. Manuscripts authored by members of the editorial board are also considered for publication only after receiving an objective and impartial evaluation from external reviewers.

Confirmation of sources

Reviewers must check the absence of borrowings from published works used by the authors without reference. Any remark that the results or conclusion have already been published must be accompanied by an appropriate reference to the publication. Reviewers must also pay attention of the editor to any similarity or partial coincidence between the reviewing article and any other published article that reviewers are personally acquainted with.

 

AUTHOR RESPONSIBILITIES

Submission Guidelines
Authors must submit their original research and appropriately cite any previously published works. Core data should be presented accurately and reliably. Manuscripts must be well-structured and include a sufficient number of references. The presence of dishonest or inaccurate statements in a manuscript constitutes a breach of academic integrity. Detailed instructions regarding the formatting and content of submitted manuscripts are provided and are regularly updated.

Data Access 
The Editor takes all possible measures to select high-quality articles for publication. Decisions regarding adherence to formatting and presentation standards are based on factors that improve the clarity and quality of research reporting (e.g., the use of structured abstracts). Authors may be asked to provide underlying data used in their study to the editorial board and to keep it available for a certain period after publication.

Originality and Plagiarism
Authors must ensure the absolute originality of their manuscript. When using the work or results of other researchers, proper references must be provided, and quotes should be presented accurately, verbatim, in quotation marks, with citation of the original source. Errors, inaccuracies, or unreliable statements must be corrected promptly with adequate disclosure. The Editor encourages and considers well-reasoned feedback on articles already published in the journal. Authors are given the opportunity to respond to such comments. Authors must also disclose any portions of the manuscript generated using AI tools.

Redundant or Duplicate Publications
Authors must not submit previously published manuscripts. Articles describing the same research should not be published in multiple journals or conference proceedings. Submitting the same manuscript to multiple journals, or the same abstract to multiple conferences, is considered unethical conduct.

Authorship
Authorship should be limited to individuals who have made a substantial contribution to the conception, design, execution, and interpretation of the research presented in the manuscript. Only those individuals should be listed as co-authors. The corresponding author must ensure that all co-authors have reviewed and approved the final version of the manuscript and agreed to its publication.
