The article is devoted to the study of global and domestic trends in the specialization of the Commissioner in the field of environmental rights protection, as well as the necessity and possibility of implementing this institutional mechanism for the protection of environmental rights in Ukraine.

In the article, the author studies foreign experience in the creation and functioning of the ombudsman institution in the ecological sphere, and considers the positions of scholars regarding the prospects for introducing a corresponding position in Ukraine.

The article is devoted to the study of domestic and foreign trends in environmental justice.

To solve the set goal, the following research methods were used, in particular: the method of scientific observation is to form the topic and purpose of the research; comparative legal method in the study of foreign experience of environmental justice; logical method – for theoretical generalization and formulation of research conclusions.

The article identifies and analyzes international standards for the formation of environmental responsibilities of man and citizen, in particular the preconditions and conditions for their formation, the main stages of their development and features of consolidation at the legislative level. It was found that the institution of environmental responsibilities as a holistic entity is characterized by unity of content, which is expressed in general provisions, legal principles or a set of legal concepts used, the unity of the legal regime of regulated social relations.

The article reveals the theoretical and conceptual dimensions, essential characteristics, subject definition of modern environmental consciousness as a philosophical and legal phenomenon.
