This  article  deals  with  issue  of  the  violated  rights  that  forces  them  to  migrate  -  violation  of 
the  right  to  live  in  a  safe  and  ecologically  balanced  environment,  appropriate,  safe  and  healthy 
conditions  for  work,  residence,  education,  freedom  of  political  convictions,  ethnic  equality,  etc. 
Divides the notions of the forcibly resettled persons and forced migrants. Substantiates recognition 
of the causesof forced migration violation ofhuman and civilrights as the key factor.

Елементи системи розселення – центри, периферії, вуличні мережі, інженерні комунікації, житлові райони формують багаторівневі структури, які з’єднані функціональними і просторовими зв’язками. Містобудівний контекст у вивченні міграційних переміщень населення має на меті розробити механізм структурної реорганізації архітектурного середовища.

The article identifies the historical origins of crisis phenomena in the field of migration to European countries. The most problematic aspects of migration processes are distinguished, those leading to strengthening anti-immigration moods. The ways of interaction with certain types of migration are systematized, and the role of border restrictions tools is defined. Common and distinct tools that can be targeted at forced or unregulated migrants are described.

The paper is focused on the research of migration process of heavy metals in the soil environment in the area of phosphogypsum storage in Sumy region. In the profile of the gray forest soils the corresponding genetic horizons were identified. The various structures of compounds containing heavy metals were detected in the samples by the diffractometric analysis. The increased gross content of lead in comparison with the background concentration in allocated humus and illuvial horizons has been determined.

The present article is dedicated to elucidating the issue of possibility to forecast movement of migration system, which immediately affects the community of states, tolerance and leniency towards migrants as necessary elements of the migration system, their conscious conduct in the field of observance of legal provisions and respect towards culture, mentality of population of the host country, which is also an element of this open system.
