This article examines the main causes and conditions for the spread of drug abuse among minors, characteristic of the current state of the Ukrainian state during the period of armed Russian aggression, the current legal regime of martial law, online education, and, consequently, the lack of adequate parental supervision. Classification definitions of determinants associated with drug abuse among minors are analyzed, and determinants that operate at the general social, group, and individual levels are identified. The determinants of drug abuse among minors represent a relatively independent system (from the Greek "systema" – a whole consisting of parts) of phenomena that determine the existence of criminally punishable socially dangerous acts in the sphere of illegal trafficking of drugs, alcohol, and toxic substances committed by minors. In recent decades, Ukraine has seen a steady increase in the number of schoolchildren exhibiting negative behavior−behavior that contradicts generally accepted social norms and manifests itself in mental imbalances, maladaptation, impaired self-actualization, and deviations from moral and aesthetic control over personal behavior. The legal regime of martial law, which is currently in effect in Ukraine for the fourth year, as well as active hostilities against the Russian aggressor, do not contribute to effective counteraction to drug addiction among the population, and in particular among minors. Forced separation of families, absence of parents in families, increased drug trafficking through the territory of Ukraine due to uncontrolled eastern border, constant stress of the population, in particular minors, due to frequent air raids and shelling of Ukrainian settlements are additional determinants of the spread of drug addiction. It has been concluded that the failure to address drug addiction in most cases leads to significant harm to the health of minors, a negative impact on the social sphere and the future of young people, which undoubtedly poses a threat to national security, especially during periods of Russian military aggression.
