In 2010, the 12th United Nations Congress on Combating Crime and Criminal Justice was held in Salvador, Brazil. The agenda for the discussion included eight issues, among them issues related to criminal justice measures to combat the smuggling of migrants and trafficking in human beings and 139 links to transnational organized crime, as well as crime prevention and criminal justice measures to combat violence against migrants, migrant workers and members of their families. The final document of the Congress was the Salvador Declaration on Integrated Strategies for responding to global challenges: crime prevention and criminal justice systems and their development in a changing world. Among other things, the Salvadoran Declaration pointed to the need for States parties to consider adopting and implementing effective measures to prevent, prosecute and punish illegal immigrants, as well as to ensure the rights of smuggled migrants in accordance with the Protocol against the Smuggling of Migrants by Land, Sea and Air, supplementing the United Nations Convention against Transnational Organized Crime, and also invited States Parties to take immediate measures to include in international strategies and norms in the field of crime prevention, measures to prevent crimes related to violence against migrants, as well as violence on the grounds of racism, xenophobia and similar forms of intolerance, as well as prosecution and punishment for their commission.
