The article analyzes the administrative and legal mechanism оf realization оf the right to medical care by internally displaced persons. The interpretation of the concept of «internally displaced person», which are enshrined in the legislation of foreign countries, such as Georgia, the Republic of Azerbaijan, the Republic of Turkey, the Republic of Moldova, the Republic of Croatia, is analyzed. Isolated the following features of the studied category, which follow from the legislative definition of an internally displaced person, which is enshrined in national legislation: 1) the presence of Ukrainian citizenship or temporary residence permit; 2) forced change of place of permanent residence within the territory of Ukraine; 3) armed conflict, temporary occupation, widespread violence, human rights violations, emergencies of natural or man-made nature as reasons for resettlement; 4) obligatory registration in the authorized bodies. It is stated that among the constitutional rights one of the main ones is the right to medical care for internally displaced persons. The right to medical care is defined as a system of legal norms that regulate relations concerning the preservation, maintenance and promotion of health. The Law of Ukraine «On Ensuring the Rights and Freedoms of Internally Displaced Persons» enshrines the right to be provided with medicines in cases and in the manner prescribed by law, as well as the right to provide internally displaced persons with necessary medical care in state and municipal health care facilities. The concepts of «medical care», «medical service», «medical assistance» are distinguished. Problems and ways to solve them regarding the realization of the right to medical care by internally displaced persons are outlined.
