RESTORATION OF UKRAINE'S PORT INFRASTRUCTURE: WAYS AND CHALLENGES

The restoration of Ukraine's port infrastructure is critically important in the context of overcoming the consequences of Russia's military aggression and ensuring the stable functioning of logistical processes. The article examines the main challenges and potential pathways for the reconstruction of Ukrainian seaports, specifically addressing their technical assessment, modernization, and adaptation to contemporary economic and security realities. The pre-2014 condition of the port infrastructure, as well as the current status of Ukrainian ports, are analyzed. The scale and nature of the damage are identified, along with a systematic overview of the main obstacles hindering effective reconstruction efforts. The article also addresses the destruction of key port facilities, notably in Mariupol, Berdyansk, and along the Black Sea coast, and the consequences of sea route blockades, which have resulted in increased logistical costs and a greater reliance on land transportation. Special attention is given to alternative logistics routes that emerged due to the blockade of major maritime corridors, particularly the use of Danube ports. Problems associated with the overloading of these infrastructure facilities, rising logistical costs, and the urgent need for their modernization are analyzed. The study emphasizes the importance of technical assessment as the initial step in restoration, including visual diagnostics of structures, analysis of hydrotechnical constructions and seabed conditions, engineering networks, and environmental consequences. Modern diagnostic methods highlighted include laser 3D scanning, geodetic surveys, hydroacoustic studies, and laboratory analyses of materials. The article discusses contemporary approaches to port infrastructure restoration, including the application of rapid construction technologies, innovative materials, sustainable solutions, and strategic planning for port area development. The introduction of digital technologies and automated port management systems is also emphasized. Practical recommendations are provided for enhancing the efficiency of port complexes, optimizing spatial organization, and integrating seaports into international logistics systems.
