Purpose – The purpose of this research is to analyze the current state and development dynamics of Ukraine’s fintech ecosystem in the context of digital transformation, the Russo-Ukrainian war, and economic instability. The study aims to identify key regulatory, technological, and market factors that influence the resilience, efficiency, and sustainable growth of the fintech sector and to provide evidence-based recommendations for enhancing its performance and integration into the global financial system.
Design/Methodology/Approach – This research employs a comprehensive methodological framework combining theoretical and empirical approaches. Literature and secondary data analysis are used to study existing research, reports, and statistical information. System analysis examines the interactions among fintech market participants, regulatory frameworks, and technological infrastructure. Comparative analysis evaluates the Ukrainian fintech ecosystem relative to international experiences and pre- and post-war dynamics. Statistical analysis processes quantitative indicators such as business volumes, investments, demand for digital financial services, and technological infrastructure. Forecasting is applied to project medium- and long-term trends in sector development under current digitalization and crisis conditions.
Findings – The research shows that Ukraine’s fintech ecosystem is developing dynamically, but structural challenges such as fragmented regulation, limited institutional capacity, cybersecurity risks, and high entry barriers persist. Key growth drivers include digitalization, increasing demand for financial services, and the adoption of innovative technologies. The study highlights the importance of regulatory optimization, interagency coordination, protection of personal data, and enhancing digital competencies among ecosystem participants to ensure sustainable development.
Practical Implications – The findings provide guidance for policymakers, regulators, and fintech market participants on designing effective regulatory frameworks, fostering innovation, improving cybersecurity, enhancing transparency, and promoting investment. The study supports the creation of a resilient, adaptive, and internationally integrated fintech ecosystem in Ukraine, particularly in the context of post-crisis recovery.
Originality/Value – The originality of this research lies in its comprehensive examination of the Ukrainian fintech sector under conditions of war and economic instability, integrating regulatory, technological, and market perspectives. The study offers evidence-based recommendations that can help strengthen the sector’s resilience, competitiveness, and capacity for global integration, contributing to Ukraine’s broader economic recovery and development.
