The article analyzes the problematic moments of the implementation of international legal requirements in the system of implementation of the national state educational policy. The analysis of the separate legal acts, which form the basis of international and European standards, with the aim of their implementation in the Ukrainian legislation, in particular in the aspect of decentralization of public authority on the ground.

The article states that the reform of local self-government and territorial organization of power, is the creation of united territorial communities in Ukraine on the basis of decentralization, conceptual principles of which were approved in 2014, and practical implementation began in 2015, was among the most effective and significant proclaimed strategic reforms.

The article concentrates on the separate aspects of local self-government functions and powers in the context of the process of authority decentralization in Ukraine. The author endorses the idea that the draft of Ukrainian law: “On amendments to the Constitution of Ukraine” (as to decentralization of power) that was added to the Verkhovna Rada of Ukraine agenda in 2015 does not provide for enlargement of powers of territorial communities. As a result such changes are primarily aimed at increasing the capacity of communities to exercise their powers.

The article analyzes the constitutional reforms caused by the need to improve the state and legal system of the Austrian Empire after the Revolution 1848–1849 which resulted in the formation of the dualistic Austria-Hungary. The paper explains the essence and factors of the constitutional reforms. It has been established that the search of a constitutional system model lasted for several decades, ranging from the model of broad federalization of the country to strengthening the centralist tendencies.

There has been a research conducted on the local self-government essence and principles
of territorial communities, their implementation and degree of specification in constitutional
acts of European countries with the help of international legal and constitutional acts of
European countries

In the article is devoted to the problems reformations in local state administration.
Theoretical models of formation order, adoption and realization of managerial decisions in
local state administration are developed. There are defined problems of decentralization
reforms in Ukraine
