Ensuring the functioning of society in activities of public authorities under the legal regime of martial law

The scientific article is devoted to the study of the activities of public authorities during the period of martial law in ensuring the functioning of society, characterization of the concept and attributes of state bodies, types of state bodies. The article examines scientific and regulatory approaches to defining the most important functions of the state, in particular, ensuring the security of citizens. On February 24, 2022, the Russian Federation, in violation of international law, carried out a full-scale invasion of the territory of Ukraine.

New approaches to remuneration of civil servants in Ukraine

Problem setting. The issue of renumeration has always been and is relevant, since salary is not only an important motivating factor for an employee, but also a source of livelihood for him/her and his/her family, a means of satisfying most needs. Undoubtedly, the key to a high-quality civil service is the current system of incentives, and rewards that encourage civil servants to fully realize their potential in the performance of professional duties.

Civil servant ethics as a means of preventing and combating corruption

The article comprehensively examines the ethics of a civil servant as a means of preventing and countering corruption. It is emphasized that civil servants have a special public purpose, goals, tasks that are determined by the specifics of their professional activity. While performing the tasks and functions of the state, civil servants potentially have conflicts (including conflict of interests), difficult situations, corruption risks, which requires the presence of not only professional (business), psychological qualities, educational level, but also moral qualities.

Integrity as a component of activities of public officials in the context of the fight against corruption

The article analyzes the content of the principle of integrity in the public service. We emphasize that integrity is one of the tools to prevent corruption and an integral part of the civil service culture.

The legal regulation of integrity rules among public officials is studied. Anti-corruption strategies that serve as a guide for overcoming corruption in the state are analyzed.

Training and formation of public administration in Ukraine: current situation and new vision

The article analyzes the current state of civil service personnel formation. Attention is drawn to the existing problems in this area: the imperfection of competitive procedures and vocational training's inefficiency. The normative-legal basis of the construction of state personnel is investigated. Emphasis is placed on the importance of an individual civil servant program, which forecasts the needs of a civil servant and considers the unique needs of a civil servant.

Ethical standards of activity for officials of public administration bodies: foreign experience and international and legal regulations

The article is devoted to the study of values and ethical standards of activity of civil servants of the Western countries and to clarifying the mechanisms that ensure their compliance.
