Abstract. The author examines contemporary principles of legal regulation regarding the protection of personal data, driven by the relevance of issues directly related to personal data protection, including the proliferation of digitalization in society and daily internet usage. This will make it possible to address the challenges and threats arising within the framework of modern development of civil society and the democratic and legal state in Ukraine, including unauthorized dissemination of personal data on social media, primarily containing negative legal characteristics.

Legal regulation is an effective, normative and organizational impact on public relations through a system of legal acts (legal norms, legal relations, individual prescriptions, etc.) with the aim of their ordering, protection, and development in accordance with the relevant social needs.

Розкрито сучасне розуміння феномена інформаційного суспільства, подані показники, тенденції й прогнози впровадження інформаційних технологій у світі та його вплив на глобальний розвиток. У цьому контексті розглянуто соціокультурні зрушення в Україні, безпосередньо пов’язані зі впровадженням і використанням інформаційних технологій, зокре- ма: поширення нових форм масової комунікацій, трансформація та розвиток систем «циф- рової» демократії та електронного урядування, сучасних технологій. Розкрито стан проблеми розвитку інформаційних технологій.

The article examines the issue of information security as a state of protection of the vital interests of a person, society and the state, in which damage should be prevented due to: incompleteness, untimeliness and implausibility of the information used.

Based on the analysis of existing systems for helping blind people to navigate in space, an understanding arose in the creation of a new system that would have a completely different approach to the interaction of a blind user with the existing world. Such a system, having the function of a voice message, provides a blind person with information and thus helps him orientate in space. Existing approaches focus on providing sound signals, which only make it possible to redirect a person in a certain direction, prohibit or allow movement.

The article examines digital human rights in the era of globalization. It is noted that the emergence of the phenomenon - digital human rights is associated with the emergence of freedom of access to the Internet, as well as the definition of potential "right to be forgotten" (the right to demand deletion of personal data, confidential information about a person from search services).

The article analyzes the ways of influence of social networks on the formation and conduct of political PR-campaigns. Examples from the political sphere (election campaigns, initiatives), in particular Ukrainian and other foreign presidential and parliamentary elections, revealed the opportunities that Facebook, Telegram, Twitter, YouTube create in promoting a candidate, leader, ideas and opinions. Author blogs created on social networks can be an additional tool in a PR campaign.

The work is devoted to the problem of creation and implementation of educational services in the process of teaching foreigners listeners of Ukrainian language. Two Web-based learning systems have been developed – an audiovisual training course in the Moodle shell and a KIAP system for constructing Ukrainian language tasks and automated testing of them. It is shown that the Moodle distance learning system was used mostly in the first semester of study. In the second semester, when you have studied professional Ukrainian language, the KIAP system is effective in application.

The article analyzes the state of legal regulation of information placement on social networks by public officials. It is noted that social networks have become the standard channel of social communication between people. Public officials use social networks as one of the most powerful tools in communication with citizens and among themselves, as well as a platform for discussing important socio-political issues and discussions. This situation requires proper legal regulation of the behavior of the relevant persons on social networks.

The article is devoted to the study of legal regulation of social relations in the Internet. The legislative regulation of the Internet as a special informational space and as a technological network is analyzed. Different approaches and classification peculiarities of legal regulation of the Internet as a technological network and as a special environment in which communicative relations are implemented are described. Determined the leading role of the state in regulating the Internet and establishing legislative provision, while the importance of self-regulatory relations.
