Packaging Waste Management: European Standards and Legislation of Ukraine

The article is devoted to the study of the current state and prospects of implementation into national legislation of the normative provisions of the European Union in the field of waste management, in particular the Directive of the European Parliament and the Council «On packaging and packaging waste» (1994, December 20) № 94/62/EU.

IMPLEMENTATION OF EUROPEAN UNION DIRECTIVES ON WASTE MANAGEMENT INTO UKRAINIAN LEGISLATION WITHIN THE ASSOCIATION AGREEMENT

Implementation and compliance with European environmental standards is a significant factor in ensuring the implementation of the provisions of the Association Agreement with the EU. Among the environmental problems that pose threats to national security are the processes of generating significant volumes of production and consumption waste, the insufficiently effective level of their reuse, recycling and disposal.

Circular Economy: Features and Prospects of Implementation in Ukraine in the Conditions of War

The circular economy is a prerequisite for the new industrial revolution, because it contributes to achieving maximum economic efficiency in industry and reducing the negative impact on the environment. Its implementation involves a set of measures aimed at the sustainable development of enterprises, the country and society. Introducing the concept of circular economy is an important and necessary step for the development of our country, its integration into the European Union and post-war recovery.

MANAGEMENT EFFICIENCY FOR CERTAIN TYPES OF PLASTIC WASTE

The issue of segregating plastic waste from the general stream of municipal solid waste and its recycling and disposal is a pressing environmental and socio-economic problem. Given that existing plastic waste recycling facilities in Ukraine are underutilized and partially operate on imported raw materials, the problem of separating and processing certain types of plastic waste from Ukraine's overall solid waste flow is extremely urgent. Plastic wastes are categorized by disposal complexity into three groups:

LEGISLATIVE AND ADMINISTRATIVE APPROACHES TO HOUSEHOLD SOLID WASTE MANAGEMENT

The evolution and content of the Ukrainian Laws "On Waste", "On Strategic Ecological Valuation", "On Waste Management" as key documents of the national legislative base regarding the treatment and management of waste, including household, on the subject of their ability to provide administration solutions to growing problems in the specified field of activity are investigated.

CIRCULAR ECONOMY – THE BASIS OF SUSTAINABLE ENTERPRISE DEVELOPMENT

Purpose. Today, global issues such as population growth, depletion of natural resources, deforestation, greenhouse gas emissions, and climate change show that existing methods of managing the economy are no longer effective and harm the environment. The solution to this problem is the transition to balanced sustainable development, in particular through the circular economy model, which is attracting more and more attention from scientists and practitioners.

Circular Economy in Ukraine: Adaptation of European Experience

The article examines the development of the circular economy in Ukraine, as well as the prospects of implementation of the experience of leading EU countries in the field of circular economy in Ukraine. The relevance of the study is that for now in Ukraine very few steps have been taken towards a circular economy, although everyone understands its importance.

COMPOSTING AS ONE OF THE PROSPECTIVE METHODS OF RECYCLING THE ORGANIC COMPONENT OF MUNICIPAL SOLID WASTE

In the conditions of constant deterioration of the environment, municipal solid waste management (MSW) in Ukraine remains one of the most pressing challenges in environmental safety because of its significant accumulation in landfills and the lack of effective mechanisms for its disposal. Approximately 40- 50% of municipal solid waste is organic, so the removal of this part of waste from landfills through composting and conversion of waste into secondary material resources will significantly reduce the environmental load on existing and potentially planned landfills.

WASTE MANAGEMENT PROBLEMS IN THE TERNOPIL REGION

The National Strategy and the National Waste Management Plan in Ukraine until 2030, the regional
program for solid waste management in the Ternopil region for 2018-2020 on the reality of conducting key infrastructure measures and achieving the desired result for society are studied. An improved version of the solid waste management scheme in the Ternopil region and a suitable scheme for solid waste management in the city of Ternopil within the regional complexes for the municipal waste recovery are proposed and the sources of their financing are substantiated.

Circular Business Models in Ukraine

The paper presents the results of a circular economy study and the benefit of implementing this concept in Ukraine, based on the experience of the European Union, and provides recommendations from the Ellen MacArthur Foundation and the European Commission, which should be taken into account by governments in view of the critical environmental situation in the world. Possibilities of formation and development of circular business models in Ukraine on the example of the best European practices in the field of waste management are substantiated.
