The article's urgency of researching the importance of the applied national criteria for the quality of the educational program (CQEP) for higher education institutions (HEI) was established. The approach to group expert assessment of the weight of CQEP for the educational program (EP) in the field of metrology and information-measuring technique was studied. Members of one of the sectoral expert councils on technical specialties are involved in carrying out such assessments.

In the article, an economic and mathematical model is constructed for the optimal distribution of the state order for the training of specialists, based on the ranking of specialties of universities.  By the hypothetical example, the distribution of the government procurement for the training of specialists has been figured on using the proposed mathematical model.  According to the results of the analysis,  the expediency of using the proposed model in domestic practice is substantiated.

Проаналізовано процес комерціалізації наукових розробок у вищих навчальних закладах України та в окремих розвинених зарубіжних країнах. Процес комерціалізації дослідницьких продуктів у вищих навчальних закладах України розглядається як обґрунтований та необхідний спосіб збільшення їхнього фінансового потенціалу. Проаналізовано різні механізми та способи комерціалізації дослідницьких продуктів, що використовуються іноземними вищими навчальними закладами. Виокремлено певні проблеми процесу комерціалізації наукових розробок в Україні.

The article proposes the concept of harmonious development and state regulation of the activities of higher education institutions with the aim of its adaptation in the system of higher education in Ukraine. The preconditions that lead to the development and introduction of a qualitatively new way of development of higher education are outlined. The main characteristics of the harmonious path of development are presented. As an example, the harmonious functioning of the Shanghai International Studies University is considered.

Процес прийняття рішення в менеджменті сучасним вищим навчальним закладом стає все більш системним та комплексним. В управлінні університетом, як і в управлінні підприємством важливо пам’ятати, що ефективність операцій впливає на результативність функціонування установи загалом. Наведено приклади використання різних методів управління вищим навчальним закладом, що ґрунтуються на інноваційному підході: управління якістю за стандартами ISO 9001, використання збалансованої системи показників, застосування моделі “Скандія-навігатор”. 

Обґрунтовано, що в Україні вже сьогодні створено умови для формування start-up на платформі ВНЗ, при цьому доведено, що всі учасники start-up –підприємства, фірми, ВНЗ, викладачі, студенти тощо – мають чітко виражену мотивацію. На основі проведених досліджень сформовано рекомендації щодо законодавчого закріплення деяких елементів мотивування інноваційного процесу. Розроблено методи для створення та управління start-up на платформі ВНЗ в умовах сучасного стану економіки України.

The actual problems of national self-awareness forming as an important factor of patriotism in the future students and cadets of higher education institutions of Ukraine are considered. The future law enforcement officers, on whom the state and society will put the responsibility for providing stable public order and public safety, the protection of constitutional rights and freedoms of the citizens of Ukraine.
