Priority directions of modernization of public administration in Ukraine based on human rights

Problems of interaction between human rights and public administration as public institutions are investigated. The conclusion regarding the correlation of their structure and methodology is argued. The existence of interdependence between the state of development of democratic institutions in society and the state of observance and protection of human rights that determine the effectiveness of government and its ability to implement its functions is proved. The model of spatial relationship and interaction between human rights and public administration at the national level that reveals the potential of human rights as a universal basis for modernization of public administration in Ukraine is offered by the author.
