In the article on the basis of the current national legislation taking into account modern challenges, an innovative model of higher education institution in Ukraine is outlined.

України, визначено її концептуальні та юридичні основи. Проаналізувавши природу
вищого навчального закладу як головного складового елементу системи вищої освіти та
ключового суб’єкта освітніх правовідносин доведено, що він є юридичною особою при-
ватного або публічного права, яка з підстав, передбачених національним законодавством,
долучається до публічних відносин і наділена адміністративними повноваженнями.

The key principles of the foreign policy and diplomatic activity of the European Union, as well as the main bodies that are responsible for its implementation, have been outlined. The analysis of the European External Action Service as the "diplomatic agency" of the Union and the common and distinctive features of the institutional mechanism of diplomacy of national states and EU has also been made. There were used such scientific methods as: comparison, document analysis, structural and functional methods, as well as neo-institutional approach.
In the article the view on the institutional essence of the state in the context of the dialectic of its relationship with society in the main ideological and political directions of world political opinion – liberalism, conservatism, nationalism, and socialism is investigated.
System-structured, comparative and historical methods of research were used here.
