The purpose of the study is to analyze the change in demand for higher education in conditions of a stable environment (during 2018–2021) and in the conditions caused by the full-scale invasion of Ukraine in 2022 by Russia.
Problem settings. The quality of education is the key to a successful state and its solid foundation. But the status of a quality assurance system in higher education in Ukraine does not hold water. Unprofessionalism, prejudice, mutual cover-up, pervasive secrecy, corruption are just a few examples of destructive phenomena that do not allow domestic higher education to compete even with the neighboring European countries.
The article explores the legal problems and the potential of developing public-private partnerships in higher education. Public-private partnerships are considered as a flexible and promising tool for attracting private investment in infrastructure, providing the necessary cooperation of research and education centers with companies of the real sector of economy, which contributes to the achievement of the Sustainable Development Goals of Ukraine for the period until 2030 in the field of education.
The article clarifies that the legal mechanism of the system of regulation of higher
education is a set of international legal acts, obligations of Ukraine, the Constitution of
Ukraine, laws of Ukraine, by-laws and individual acts of application, intended to regulate legal
relations between the subjects of educational activities in the process of influencing the

The international and European standards in the field of ensuring the quality of education, their basic principles, and recommendations on creating an internal quality system in an educational institution based on a process approach, proposed by the International Standard ISO 21001:2018, are analyzed. Introduction of the system’s policy quality management of higher education should be based on student-centered learning, culture, traditions of higher education institutions, a set of beliefs and values that determine the behavior of the institution in the educational market.
The article deals with the problem of formation of the university’s mission in the legal discourse of the educational paradigm. The analysis of modern European and national tendencies of universities has shown the relevance of the transition from simple awareness or even enlightenment to a higher level of competence development of future specialists. Today, such a system of universities is relevant, the essence of which is based on qualitative knowledge, competencies, pedagogical innovations, development of own competence.
Досліджено теоретико-правову модель діяльності вищих навчальних закладів
України, визначено її концептуальні та юридичні основи. Проаналізувавши природу
вищого навчального закладу як головного складового елементу системи вищої освіти та
ключового суб’єкта освітніх правовідносин доведено, що він є юридичною особою при-
ватного або публічного права, яка з підстав, передбачених національним законодавством,
