Purpose – The article is devoted to the study of the post-war reconstruction of territorial communities. It is justified that the restoration of territorial communities should be started now, and not wait for the end of the war. The challenges faced by communities in the face of a full-scale invasion are analyzed. Factors affecting the stability of territorial communities, in particular the involvement of local residents, their willingness to participate in solving community problems, were studied.
Design/methodology/approach – The research used the following methods: theoretical generalization (to determine the essence of the stability of territorial communities), grouping and generalization (to justify that the restoration of territorial communities should begin now, and not wait for the end of the war; generalization of the main tasks of post-war reconstruction), analysis and synthesis (for the formation of an algorithm for a complex restoration program), statistical methods (results of a survey of community residents). The visibility of the presented results is ensured by the techniques of graphical presentation of data, the methods of logical generalization and systematic approach were used when forming conclusions.
Findings – The post-war reconstruction of territorial communities in Ukraine requires a systematic approach aimed at meeting the specific needs of each community. The main task is to ensure not only the physical restoration of the infrastructure, but also the creation of economic opportunities, social stability and psychological support of the population. Communities demonstrate high resilience and adaptability, evidenced by their ability to quickly mobilize resources and respond to challenges. A comprehensive recovery program should take into account both infrastructure investments and the development of human potential, creating opportunities for small and medium-sized businesses.
Practical implications – The practical significance of the obtained research results lies in the step-by-step recommendations for creating a comprehensive program for the restoration of territorial communities, which will contribute to the growth of their economic and managerial efficiency.
Originality/value – The scientific novelty of the research results lies in the created algorithm of the comprehensive restoration program of territorial communities, which consists of four main stages. This algorithm can be adapted for communities with different needs, it provides for the construction of scenarios and a concrete plan with determination of the priority of measures
